Social, political and economic equality for women is integral to the achievement of all development goals. Hence, gender justice means ending the inequalities between women and men that are produced and reproduced in the family, the community, the market and the state. Every woman and girl is entitled to live in dignity and in freedom, without any fear. Gender Justice is indispensable for development, poverty reduction, and is crucial to achieving human progress.

Women’s Development Cell, through its Gender Sensitisation programmes, works towards Gender Justice, Equal Opportunity and Women Empowerment which are essential for creating sustainable development as enshrined in our Constitution. Gender awareness requires not only intellectual effort but also sensitivity and open-mindedness. Gender sensitization education aims to bring modification of behaviour by raising awareness of gender equality concerns and benefits members of both sexes by helping them to determine which assumptions in matters of gender are valid and which are stereotyped generalizations.

Welcome to the Women Cell of the college where young women are groomed to face all the challenges of life with their head held high. Women Cell of the college views itself as a facilitator for young women so that they are able to realise their full potential and exercise their active influence on society to bring about its transformation.

Women’s Cell follows a strategy that involves the personality development of women in divergent fields and all units in the college are actively involved towards this cause.

The Cell has been very active in working towards women empowerment and gender sensitization of our young women.

  • Women Cell aims to provide a platform to young women to voice their thoughts and opinions and to share their experiences.

  • It also aims at providing personal guidance, legal awareness on specific issues concerning women.

  • The activities of the Cell include among other things, engaging students in promoting awareness relating to women in the present social context, information on legal rights policies and counselling support.

  • The women cell arranges workshops and lectures on all issues concerning women.

  • Besides these, the cell conducts such events as Mehndi competition, Pot making, Flower arrangment and Poster making etc.

The ultimate aim of the Women Cell in this college is to prepare our young women as an active fusion of modernity and tradition.

Committee Against Sexual Harassment: CASH

सर्वोच्य न्यायालयाने स्त्रियांच्या कामाच्या ठिकाणी होणाऱ्या लैंगिक छळाच्या अनुषंगाने घालून दिलेली मार्गदर्शक तत्वे आहेत, त्यानुसार महाराष्ट्र शासनाच्या महिला व बालविकास विभागाने १९ सप्टेंबर २००६ रोजी शासन निर्णय पारित केला. वरील परिपत्रकान्वये शासकीय, निमशासकीय कार्यालये, शाळा, महाविद्यालयांमध्ये कार्यरत असलेल्या महिला कर्मचारी, विद्यार्थिनी यांच्यावर लैंगिक अत्याचाराच्या घटनांना प्रतिबंध बसवण्यासाठी महिला तक्रार निवारण समितीची महाविद्यालयीन विशाखा समितीची रचना करण्यात यावी असे नमूद करण्यात आले आहे.

महिला तक्रार निवारण समिती किंवा विशाखा समितीचा उद्देश:

  1. महाविद्यालयीन आवारात कार्यालयामध्ये होणार्या महिलांच्या लैंगिक छळावर प्रतिबंध घालणे.

  2. महिला कर्मचारी विद्यार्थिनी यांच्या समस्या सोडवणे.

महिला तक्रार निवारण समिती किंवा विशाखा समितीचे कार्य:

  1. महिलांवर होणाऱ्या लैंगिक छळावर प्रतिबंध घालणे.

  2. महिलांच्या समस्या अडचणी सोडवण्याचा प्रयत्न करणे.

  3. एखाद्या महिलेवर अत्याचार किंवा विनयभंग होत असेल तर ती भीतीपोटी किंवा लज्जेने तक्रार करणार नाही व समस्येचे स्वरूप वाढू शकते. अशा वेळी ती महिला किंवा विद्यार्थिनी इतर महिलांच्या पुढे आपली समस्या सहजपणे मांडू शकते व तशी संधी उपलब्ध करून देणे.

  4. लैंगिक अत्याचार विरोधी जागृती निर्माण करणे.

महिला तक्रार निवारण समिती किंवा विशाखा समितीची स्थापना करून तसा फलक समिती सदस्यांच्या नावासह प्रत्येक कार्यालयाबाहेर किंवा शाळा महाविद्यालयात बाहेर लावणे बंधनकारक आहे.

Cell against Sexual Harrassment : CASH विशाखा समिती

With regard to the Supreme Court Judgment and guidelines issued in 1997 to provide for the effective enforcement of the basic human right of gender equality and guarantee against sexual harassment and abuse, more particularly against sexual harassment at work places, the University Grants Commission (UGC) has issued circulars since 1998, to all the universities, advising them to establish a permanent cell and a committee and to develop guidelines to combat sexual harassment, violence against women and ragging at the universities and colleges.

It has further advised the universities to be proactive by developing a conducive atmosphere on the campus, where the status of woman is respected and they are treated with. Keeping the above guidelines in view our College has constituted a Committee Against Sexual Harassment.

In keeping with the Supreme Court guidelines the college established a Cell Against Harassment and Atrocities Against Women at the workplace.

What is Sexual Harassment?

According to the Supreme Court guideline Sexual harassment can be defined as "unwelcome" sexually determined behaviour (whether directly or by implication) as:

  • Physical contact and advances

  • Demand or request for sexual favours

  • Sexually coloured remarks

  • Display of pornography

  • Any other unwelcome physical, verbal and non-verbal conduct of a sexual nature.

The following is also sexual harassment and is covered by the committee:

  • Eve-teasing,

  • Unsavoury remarks,

  • Jokes causing or likely to cause awkwardness or embarrassment,

  • Innuendos and taunts,

  • Gender based insults or sexist remarks,

  • Unwelcome sexual overtone in any manner such as over telephone (obnoxious telephone calls) and the like,

  • Touching or brushing against any part of the body and the like,

  • Displaying pornographic or other offensive or derogatory pictures, cartoons, pamphlets or sayings,

  • Forcible physical touch or molestation and

  • Physical confinement against one's will and any other act likely to violate one's privacy.

Objectives of the Committee

  1. Prevent discrimination and sexual harassment against women, by promoting gender amity among students and employees;

  2. Make recommendations to teh Director for changes / elaborations in the Rules for students in the Prospectus and the Bye-Laws, to make them gender just and to lay down procedures for the prohibition, resolution, settlement and prosecution of acts of discrimination and sexual harassment against women, by the students and the employees;

  3. Deal with cases of discrimination and sexual harasment against women, in a time bound manner, aiming at ensuring support services to teh victimized and termination of the harassment;

  4. Recommend appropriate punitive action against the guilty party to the Director.

The Committee seeks to achieve these Goals through :

  1. Dissemination of Information - through production, distribution and cirulation of printed materials, posters and hand outs.

  2. Awareness Workshops - about sexual harassment for faculty, non-teaching staff and students. The aim is to develop nonthreatening and non-intimidating atmosphere of mutual learning.

  3. Counselling - Confidential counselling service is an important service as it provides a safe space to speak about the incident and how it has affected the victim because sexual harassment cases are rarely reported and is a sensitive issue.

Role / Functions of the Cell:

The office of the Cell is an educational resource as well as a complaint centre for the members of the faculty, staff and students of the college. Its mandate is

  • To provide a neutral, confidential and supportive environment for members of the campus community who may have been sexually harassed

  • To advise complainants of the informal and formal means of resolution as specified by the Cell

  • To ensure the fair and timely resolution of sexual harassment complaints

  • To provide information regarding counselling and support services on our campus

  • To ensure that students, faculty and staff are provided with current and comprehensive materials on sexual harassment and assault;

  • To promote awareness about sexual harassment through educational initiatives that encourages and fosters a respectful and safe campus environment.

The Cell seeks to inform the campus community of their right to a respectful work and learning environment. It believes that if we practice respect, exercise empathy in our interactions with others so that we do not hurt anyone through what we say or do then we can create a campus that is free of sexual harassment. Simple respect for all on the campus community is thus the focus.

Procedure to file/report a complaint:

The Committee deals with issues relating to sexual harassment at the College. It is applicable to all students, staff and faculty. A complaint of discrimination or sexual harassment may be lodged by the victim or a third party. A written complaint may be addressed to the Presiding Officer of the Committee. If the complaint is made to the Principal, Vice Principal, Head or any of the Committee members, they may forward it to the Presiding Officer of the Committee Against Sexual Harassment.

  • The complainant will have to submit a written and signed complaint addressed to the Secretary of the Cell along with the valid proof/s.

  • The complainant will also file the complaint through email along with valid proof/s regarding sexual harassment

  • The Secretary will call the complainant for a personal meeting, usually within a week from the submission of the written complaint.

  • The members of the Cell will discuss the complaint.

  • If the case falls outside the purview of the Cell, the complainant will be informed about the same by the appropriate authority.

  • If the case comes under the purview of the Cell, an enquiry committee will be set up.

The Committee will submit a report and recommend the nature of action to be taken at the earliest by the appropriate authority.

Nirbhay Kanya Abhiyan निर्भय कन्या अभियान >

This is a scheme introduced by the University to develop the confidence and personality of a lady student who comes from the rural areas and are deprived sections of society. The marginalization and deprivation is double if you are a woman and from the backward or scheduled castes.

Out of the 6 lakhs students enrolled for different courses at the University there are over 1.5 lakh lady students out of which a majority of them come from rural based background. These student have to travel daily by bus or other means of transport to attend their respective college / institutes. It is very likely that these lady students during their travel may experience all sorts of atrocities in a challenging environment, which prevails today. In order to make them face the prevailing situation and develop self-confidence to face courageously these situations the scheme has been introduced.

Objectives :

  • To develop a critical mind, self-confidence and a commitment to society.

  • To develop self confidence, To learn how to defend one self in any situation, training in self defense and finally,

  • To make them fearless and be ready to face any untoward situation.

The lady students are given training in health, law, and social activities. They are also given training in self-employment and all possible other activities that enhance her social confidence. This scheme is open to all regular lady students from all the affiliated colleges / institutes. Funds for organizing these activities are provided by the University.

All colleges / institutes interested in organizing this activity are to apply to the Director, Board of Students welfare before 15th September every year and after the sanction is given the activity be started. Names of selected candidates should be submitted through proper channel. The concerned college / institutes have to organize seminars, camps / workshops to fulfill the objectives of the scheme. At the end of the year all necessary papers are to be submitted to the central audit scheme after which necessary payments are made. The university makes available requisite funds for undertaking this activity. Financial assistance of Rs.15, 000/- is given for the same by the University.

In the above scheme students from about 8 to 10 colleges/institutes that are proximately and geographically near each other are requested to form a group and out of these one college is selected by the Director, Board of Students' Welfare who will be responsible to organize this one day activity. The selected college should send the proposal to the university office on or before 15th September every year. The colleges / institutes so selected to form a group should select a total of 10 lady students by inviting applications and then forward them to the organizing college who in turn will forward the combined list to the university. The organizing college should then send a detailed program in respect of the activity to the Director, Board of Students' Welfare. After the activity has been organized the organizing college should send a detailed report of the same to the Director, Board of Students' Welfare. All papers as are prescribed in the circular with regard to the activity along with all papers in connection with the financial expenditure should be made available at the time of the central audit after which the necessary payment will be made to the concerned college which organizes the activity.
